Has it ever occurred to the people sponsoring earth hour...
... that burning candles has a much higher carbon cost than consuming hydro-electric or nuclear electric power, and probably higher than natural-gas power (efficiency per lumen bring better)?
ETA:the obviously correct thing to do would be to run LED lights off the mains. Or have Earth Hour at 10:00 AM on a weekday morning and have everybody shut down lights, computers, etc. for an hour.
