I think the point for Ford is to deny there's any such thing as serious policy. Trudeau desperately does not want to make policy (because there's no way to approach fact-driven national policy without making a lot of people mad) but Ford wants to get rid of the idea that there's such a thing as policy. There's just power, and now he has it.
