Never met a competent one. Met a few who wanted to be, but however you qualify for the job doesn't seem to equip people to understand the job.

It's been a struggle several times to get people to acknowledge that you do the weird cases first, for example.

I could develop a sneaking suspicion that the Soviet Union's industrial development under Stalin was effective -- wasteful, genocidal, and generally traumatic, but effective -- because they had a period where responsibility got bolted to power.
