Especially in the US, federal power is hardly relevant to education. What matters is very local tax rates, and pretty much the entire US public education system has been underfunded since Brown vs. Board of Education. (Secondarily, what matters is state policy, and that's never been good.)

Similarly, teacher quality is not a concern; if it was, salaries would be much better.
