Turn it a quarter-turn and "minimize the cost" comes out as "to avoid my being inconvenienced, people will just have to die".
(COVID is not the only example of this. Urban speed limits higher than 30kph are another example. Or not sufficiently reducing air pollution because people with asthma don't count.)
