A couple of days ago I heard an interview on the CBC with an ex-CRTC figure who was defending the decision which OS currently under appeal to cabinet. I thought that he was missing something, and then I realized that he was ignoring the fact that at least two of the large carriers are also positioning themselves as content providers.

In that context, having unlimited broadband as an option is critical with regard to Net neutrality. Without competing carriers offering unlimited access, there would be a strong temptation to the large players to bill overage at a lower rate for their own content than for anyone else's. (In light of the Bell acquisition of CTV I suspect that this is not so much a temptation as a current plan.)
